Gordon Battle Courtroom, Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Margaret Brown and Commissioners <br />Moses Carey, Jr., Alice M. Gordon, Stephen Halkiotis and Barry Jacobs <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill, Sean Borhanian <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Gwen Harvey and Clerk to the Board Donna S. ADDITIONS OR CHANGES TO THE AGENDA <br />Chair Brown went over the various colored sheets at each Commissioner's place: water <br />conservation information from OWASA; letter from APS; letter from Duke Health Community <br />Care about Hospice; information about employee health insurance; letter from Valerie Foushee, <br />Chair of the Chapel Hill-Carrboro City School Board; an attachment to item $-d; and substitutes <br />for items 8-i, 8-g, and 5-d. <br />PUBLIC CHARGE <br />The Chair dispensed with the reading of the public charge <br />2. PUBLIC COMMENTS <br />a. Matters not on the Printed Agenda <br />John Guibert, a member of the APS Board of Directors, said that his fellow board <br />members asked him to come and speak to the Board of County Commissioners tonight to make <br />a brief statement regarding their recent letter to the Board of County Commissioners. This letter <br />provided the contractually required notification of intent to renew their contract for management <br />and operation of the Orange County Animal Shelter. He distributed a copy of the statement. He <br />said that they were prepared to meet with the Board or the staff to discuss this matter further. <br />They are also prepared to respond to questions if time permits tonight. He said that in a <br />conversation with a member of County staff yesterday, three questions were offered to them <br />and they are prepared to address those particular three questions. He brought written <br />responses to the three questions. For the public and the media, the APS issued a press <br />release earlier today that includes a copy of the letter to the Board of County Commissioners. <br />He emphasized a few key points of the letter. For many years, APS has financially subsidized <br />
