ORAN6E CflUN'i'Y BED PRQTEST PRCtCEQURE <br />PURPOSE <br />To put in place a pracedure #ar bidders, offerors or contractors to pratest bids. <br />RR~CEDURE <br />Any party which is a prospective bidder, offeror, or contractorthat may be aggrieved by the solicitation must submit a~~rritten <br />protest within five (5) Calendar days prior ta the opening of the Request for Bid, Requ.est for Prapa52l. <br />Any party which is an actual bidder, offeror, or contractor that may be aggrieved by the award of a contract, must submit a <br />~vritten protest within five (S} days of County transmitting via fax or email the announcement af intent to award. <br />The protest must be addresssd #a the Director afAsset Management and Purchasing Services, Orange County, FQ 8ox 8i81, <br />131 W Margaret Lane, Suite 3f11., HiIlsBorough, NC 27278 and must include al1 the following information: <br />1. Name, address, telephone number, facsimile number and e-mail of the protester. <br />2. Signature af the protester or authorized agent. <br />3. The bid name and nurnber. <br />4. A detailed statement of the legal and fiactual grounds of protest including copies of reievant documents. <br />S. Any supporting exhibits, evidence, ar documents to substantiate any c)aims. <br />6. A[I infarmation establishing that the protester is an interested party for the purpose of ffling a protest. <br />7. The form of relief requested <br />After careful consideratian of al1 relevant information, and consultation with the County Attorney, the Dir~ctor of Asset <br />CVlanagement and Purchasing Services shall make a written decision. <br />A decision of the Directar of Asset Management and Purchasing Services may be appealed to ihe County Manager or Board of <br />Corrrmissioners, depending on the type of bid.
