This can be <br />reported to the Appiicant on the frequency they desire, but nQ later than time of invoice submittal. Applicants in <br />turn will provic{e the information on job creation to the state with each reimbursement request, <br />Successful bids must include a statemen~ regarding the requirernent that each contractor invoice shall include a <br />statement about the person-hours of wark reflected in the invoice. REPORTING ACTUAL DIRECT JOB CREATIt7N <br />Ail recipients of recovery funds far government inves#me nt a re required to report the jobs reta ined or created bythe <br />funds. These reports vvill provide infortnation an the direct jab creation and retention nf this crucial p`rece of the <br />ARRA. This information wiil be useful in the avsrail evaluafion of the empbyment effects of the act. <br />General Re~ortina Guidelines <br />C3M6 guidelines for reparting jobs created or retained are unde~r review and wilf be reCeased shor~ly. This report <br />describes the genera! approach that witt be in fhe guidelines. <br />• Primary recipients are required ta report an estimate of jabs directly creafi~d or retained by project and <br />activity or contrac#. Grant recipients should report on the employment impact of sub-recipients. <br />Recipients shauld not ai#empt to report on the employrr~nt impact an maferials suppliers {so called <br />"indirect" jobs) or on tha local community {"induced" joas}. <br />• A jab created is a new position crea#ed and filled; a job retainsd is an existing position that w~utd not <br />have been continued were i# not far ARRA funding. ~niy compensated employment should be reported. <br />• The number af jobs shoutd be expressed as full-time equivalents {FTEs}, which is catcutat$d as totat <br />hours worked in jobs created or retained divided by the number of fiours in a futf-time schedule, as <br />definsd by the recipient. <br />• The number reported shouid represent a reasonabte average of FTEs created and retained for the <br />quarter.
