2 <br /> 2001, the Board of Education has reassessed its need fo create additional space at the Central <br /> Office located on Cameron Street in HHlsborough. As an alternative, the Board of Education <br /> has identified other temporary office spaces at existing schools to relocate the Central Office <br /> staff, thereby postponing the immediate need to construct additional office space for <br /> administrative staff. The solution includes relocating.the staff to space at Orange High School, <br /> Cedar Ridge High School, and mobile units at Cameron Park Elementary School and the Board <br /> of Education building on Cameron Street. This reassignment solution is only temporary <br /> because as student membership increases, the space being used by central office staff <br /> will need to be reclaimed for classroom space. The immediate result in cost savings by <br /> postponing this construction is $1.650 million. <br /> On September 3, 2002, the Commissioners reviewed a proposed six-year plan for issuing 2001 <br /> Bonds and Alternative Financing that would allow for the temporary reassignment of Central <br /> Office staff outlined above while immediately addressing needs at Hillsborough Elementary in <br /> fiscal year 2002-03. The proposal also outlined that the County would issue alternative <br /> financing, for $1.650 million, in fiscal year 2004-05 to address space needs for Central Office <br /> Staff. This alternative would allow the Board of Education to proceed with plans to increase the <br /> square footage of the current square footage of the Board of Education building located on <br /> Cameron Street in Hillsborough. <br /> In August 2002, the Orange County Board of Education awarded a professional services <br /> contract to the architect firm of Corley, Redfoot, Zack, Inc. regarding the planned renovations. <br /> The contract calls for architectural, engineering and design services as well as construction <br /> management services from the firm. Attachment 2 of this abstract is a preliminary report from <br /> Corley, Redfoot, Zack, Inc. regarding Hillsborough Elementary School. In summary, the <br /> potential renovations for the school could include:, <br /> • Addition of six new classrooms to increase capacity by 100 students <br /> • Correct mold, mildew and air quality problems <br /> • Renovate and upgrade restroom facilities ' <br /> • Replace floor covering with an "earth friendly"the floor system <br /> • Install new doors, door hardware and lighting, as needed <br /> • Upgrade electrical system, as needed <br /> • Repaint interior walls <br /> • Addition of gutters and downspouts and roof repairs, as needed <br /> In accordance with the Board of Commissioners Policy on School Planning and Funding School <br /> Capital Projects, renovations at Hillsborough Elementary School, is a Level 1 project — one that <br /> involves a relatively small scope of work -- thereby allowing the Commissioners to approve the <br /> entire project ordinance at one time. The recently approved contract with Corley, Redfoot, and <br /> Zack, Inc. totaled $1.440 million. The breakdown of the contract is outlined in the following <br /> table: <br />
