Hillsborough Elementary Mebane 336-227-2031 <br /> Renovation Capital Project Ordinance <br /> PURPOSE: To approve a capital project ordinance for Hillsborough Elementary School <br /> renovations. <br /> BACKGROUND: Hillsborough Elementary School is the only year-round school in Orange <br /> County. The campus, originally constructed and developed during a ten-year timeframe from <br /> 1952 to 1962, consists of six freestanding buildings interconnected by covered walkways. Over <br /> the years, the campus has served as a high school, a middle school, and now an elementary <br /> school. The most recent renovations were completed in 1996 when the OCS Board of <br /> Education elected to offer a year-round elementary program to students and parents. <br /> Attachment 1 of this abstract outlines a basic map of the Hillsborough Elementary Campus. <br /> During the Capital Needs Advisory Task Force process in spring 2001, the Orange County <br /> Board of Education identified Hillsborough Elementary renovations as one of its top priorities for <br /> the.November 2001 bond referendum. As originally presented to the Capital Needs Advisory <br /> Task Force, this project involved constructing an addition'to the Board of Education Building <br /> located on Cameron Street in Hillsborough. The additional space would allow the relocation of <br /> Central Office staff who were housed in the 300 Building at the Hillsborough Elementary <br /> Campus to the Board of Education Building. The vacated space in the 300 building would then <br /> be reconfigured and renovated to provide additional classroom space for Hillsborough <br /> Elementary. The total projected cost of that particular scenario was in the neighborhood of $3 <br /> million. The Board of Education identified funding sources for the project as 2001 bond funds, <br /> alternative financing such as a private placement loan and School Construction Impact Fees. <br /> It is important to note that the focus of this project has changed since it,was first presented to <br /> the Capital Needs Advisory Task Force in spring 2001.
