This budget amendment would accomplish two things: (1) allow for Orange <br /> County to pay up to $30,000 to Alternative Sentencing, Inc., our pre-trial services provider <br /> and (2) allow for the receipt of Chatham County's $15,000 contribution to the program. The <br /> net effect of these two budgetary entries would mean that Orange County's contribution to <br /> the pre-trial services program, for the period between July and December 2002, would be <br /> $15,000. (See Attachment 1, column #3) <br /> Board of Elections <br /> 4. The Board of Elections has received $5,000 in State reimbursement funds for establishing a <br /> satellite-voting site. The new site was located at the Morehead Planetarium in Chapel Hill. <br /> This budget amendment provides for the receipt of these funds. (See Attachment 1, column <br /> #4). <br /> Health Department <br /> 5. The Orange County Health Department's Healthy Carolinians program has received <br /> additional funding through a Federal grant program intended to further the Healthy <br /> Carolinians/Healthy People 2010 efforts across North Carolina. The Health Department will <br /> receive funds in the amount of $12,060 for 6 micro-grants ($2,010 each) that are to be <br /> passed on to community-based organizations (CBO's) and $1,200 ($200 each) for <br /> administrative expenses. The Orange County Health Department will serve as the fiscal <br /> agent for these funds and as such is responsible for reviewing the CBO's monthly <br /> expenditure reports to ensure proper usage of these funds and reporting back to the Federal <br /> Government. The CBO's are required to use the micro-grants to address the Healthy <br /> Carolinians/Healthy People 2010 objective of creating a healthier community. The various <br /> CBO's intend to purchase fitness equipment, print newsletters, and purchase a hemoglobin <br /> analyzer and various educational materials. This budget amendment appropriates $13,260 <br /> to the Health Department for these purposes. (See Attachment 2, Community Based Public <br /> Health Initiative Grant Project Ordinance). <br /> Human Rights and Relations Department <br /> 6. The Department has received notification from the U. S. Department of Housing and Urban <br /> Development of an additional $20,000 in Partnership Initiative Funds for the specific <br /> purpose of "obtaining services or conduct activities inside and outside of the agency that <br /> affirmatively furthers the implementation and scope of the Agency's fair housing law". This <br /> budget amendment provides for the receipt of these additional funds (See Attachment 1, <br /> column#6). <br /> FINANCIAL IMPACT: Financial impacts are included in the background information above. <br /> RECOMMENDATION (S): The Manager recommends that the Board of County Commissioners <br /> approve the attached budget ordinance and grant project ordinance amendments. <br />
