The Board considered awarding a bid to move the structure presently located at 611 <br />Yorktown Drive to Little River Park to Sustainable Living Incorporated of Chapel Hill, <br />North Carolina at a total cost of $23,000; and authorizing the Purchasing Director to <br />execute the necessary paperwork. <br />Commissioner Jacobs pulled this so that the public would know that the County is <br />doing this. This house is being moved from the Heritage Hill subdivision to the Little <br />River Park, which is the other end of the County, to be used as a caretaker's <br />residence. This will be funded using some of the federal funds available. He said <br />that this is another example of how we are trying to be environmentally sensitive and <br />creative and also to keep costs down for the taxpayers. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Halkiatis <br />to award bid number 1321 to Sustainable Living Incorporated of Chapel Hill, North <br />Carolina at a total cost of $23,000; and to authorize the Purchasing Director to <br />execute the necessary paperwork. <br />VOTE: UNANIMOUS <br />o. OWASA Conservation and Demand Management Ordinance <br />The Board considered adopting the Orange Water & Sewer Authority's (OWASA} <br />recommended revised interim Water Conservation and Demand Management <br />Ordinance standards and provisions, providing for the year round conservation of <br />water and for temporary restrictions during water shortages and emergencies, and <br />applicable to the OWASA customers within the unincorporated area of Orange <br />County. <br />Commissioner Carey asked if adoption of this would make it applicable in the <br />County's jurisdiction and OWASA Director Ed Kerwin said that it would apply in the <br />OWASA service area in unincorporated Orange County. The Chapel Hill Town <br />Council approved the recommended ordinances on Monday and the Carrboro Board <br />of Aldermen approved it a week ago. <br />Commissioner Carey asked about the hotels and motels and their changing of linen <br />and how to enforce it. He also asked how to define long-term customers. Ed Kerwin <br />said that this would be for customers with multiple night stays. The proposal is that <br />the default would be that, for multiple night customers, that their linens would not be <br />changed unless they indicated that they wanted them changed. <br />Commissioner Gordon asked about towels and Ed Kerwin said that the ordinance <br />was silent on the towel issue. <br />Commissioner Jacobs said that the Board had been petitioned an this issue and he <br />feels comfortable that what OWASA is doing is not extraordinary. He wishes people <br />would do more like recycle the newspapers brought to the door, etc. He thinks this is <br />a positive step. <br />A motion was made by Commissioner Carey, seconded by Commissioner Jacobs to <br />adopt a revised interim ordinance providing for the year round conservation of water <br />and for temporary restrictions during water shortages and emergencies related to all <br />Orange Water and Sewer Authority customers located in the unincorporated part of <br />Orange County. <br />
