Consistent public messages <br /> During large and complex emergencies there may be key points that need to be <br /> communicated to the public each day. These may be progress steps or focus areas <br /> for that particular day or key information to the public. Presenting a clear, unified <br /> message is important to accomplishing the mission. The Public Information Officer <br /> will prepare all messages to be disseminated. <br /> 7. Agencies work within established priorities <br /> In an emergency, each department will conduct their work under established <br /> priorities. Of highest priority is life safety, then incident stabilization, and finally, <br /> property conservation. <br /> 8. Request additional resources via NCEM <br /> • All requests for resources must go through the North Carolina Emergency <br /> Management (NCEM) system, and will be initiated by OCES. The request chain is <br /> as follows: <br /> • From local department to Local Emergency Coordination Center (ECC); <br /> • From Local EOC to State EOC; <br /> • From State EOC to federal government. <br /> This ensures both delivery of resources, and appropriate qualification for <br /> reimbursements.
