Official's Guide to Disasters
When resources beyond Orange County are necessary, all requests for additional i
resources or aid are made through Orange County Emergency Services, who in turn
makes requests through the North Carolina Division of Emergency Management
(NCEM). NCEM can assist in the procurement of logistical supplies, additional or
specialized equipment, personnel or specialized teams, and technical experts. The
North Carolina National Guard is also activated through this system, but only at the
decision or request of the Governor.
North Carolina can also receive assistance from other states through a mutual aid
pact or Emergency Management Assistance Compact (EMAC). If resources are
needed beyond state resources, NCEM makes requests through EMAC or Federal
agencies, such as Homeland Security (DHS) or the Federal Emergency Management
Agency (FEMA) for additional assistance
Mission Resource Flow Chart
cam*®C
Umafeckd ..o._
Pow
Cf df Cates
ddAN
•Cody MC
State EOC
SERT Agencies
Pam
Cam®C
Pew
ssigne
Inventory CadX®C
P-CdVi'
Pam
cater
Hesawm 7 ••►
I'a is ;'r'• r
Handling a Disaster Page 4.2 •
Version Date-April 9, 2012
