Official's Guide to Disasters <br /> Res r7p. <br /> ,lip <br /> Emergency Management Cycle <br /> • Emergency management is cyclical and on-going, with four key phases: Mitigation, <br /> Preparedness, Response, and Recovery. The phases often overlap. The following <br /> sections will provide information about each of these phases. <br /> Mitigation <br /> Mitigation is defined as a sustained action to reduce or eliminate risk to people and <br /> property from hazards and their effects as well as reduce the effects of those that are <br /> unavoidable. The goal of mitigation is to create economically secure, socially stable, <br /> better built, and more environmentally sound communities that remain resilient during <br /> times of disaster. <br /> As part of our mitigation strategy, we have identified the following mitigation priorities in <br /> Orange County: <br /> • Identify existing and potential mitigation projects. <br /> • Look for funding support that can be used for identified mitigation projects. <br /> • Pursue mitigation projects that improve the resiliency of our critical infrastructure. <br /> • Compile a list of high-risk areas within Orange County. <br /> • Continue outreach to the critical communities that are at risk during disasters. <br /> • Emergency Management Cycle Page 3.1 <br /> Version Date-April 9, 2012 <br />
