Commissioner Carey said that his proposal from June 19t" would hold bath school <br />systems harmless and would provide more money to OCS. This would not have <br />affected the recurring capital. He supports Commissioner Jacobs' proposal. <br />Commissioner Gordon asked if anyone was interested in raising the tax rate enough to <br />fund the $150,000 for recurring capital. Commissioner Halkiotis supports this increase. <br />Commissioner Carey did not support this <br />Motion 1: <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to <br />adopt the 2003-04 Orange County Budget Ordinance to include a countywide tax rate of <br />84.5 cents and a Chapel Hill/Carrboro City Schools District Tax of 20.0 cents. <br />VOTE: UNANIMOUS <br />Motion 2: <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to <br />adopt the Classification and Pay Plan amendment to add the new class titles for <br />Emergency Medical Technician -Basic, IT Support Analyst and Wireless <br />Communications Coordinator. <br />VOTE: UNANIMOUS <br />Motion 3: <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to <br />authorize Phase 2 Classification and Pay Study implementation effective January 19, <br />2004 and to authorize Phase 2 salary administration as a 2.5 percent service based <br />increase for permanent employees with four or more years of Orange County service as <br />a permanent employee as of April 14, 2003. <br />VOTE: UNANIMOUS <br />Motion 4: <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to <br />adopt the Personnel Ordinance revisions necessary to support the stepless salary <br />schedule and to continue the suspension of the In-Range Salary Increases and <br />Meritorious Service Awards. <br />VOTE: UNANIMOUS <br />Motion 5: <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to <br />authorize the Personnel Director to take the personnel policy actions as outlined to the <br />Board to implement the transition of Rescue Squad staff to Orange County employment <br />effective June 30, 2003. <br />VOTE: UNANIMOUS <br />Motion 6: <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to <br />adopt the County Fee Schedule (not including Recreation and Parks and C&D}. <br />
