I <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: April 17, 2012 <br /> Action Agenda <br /> Item No. 0— <br /> SUBJECT: Orange County Transit Plan Public Outreach <br /> DEPARTMENT: Planning and Inspections PUBLIC HEARING: (Y/N) Yes <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Patrick McDonough, TTA 485-7455 <br /> 1 –Orange County Transit Program Timeline Craig Benedict, 245-2585 <br /> 2 – Power Point Steve Spade, CHT 969-4900 <br /> 3–Orange County Draft Bus Plan <br /> PURPOSE: To receive public comment on the Orange County Transit Plan (OCTP) prior <br /> to the Board's adoption of the draft plan tentatively scheduled for May 15, 2012. <br /> Triangle Transit, the regional transit authority, will lead the presentation. <br /> BACKGROUND: This public hearing is the second of two 'hearings for the Board to <br /> receive comments from the public on the basic elements of the Orange County Transit <br /> Plan. The first hearing was held on April 3, 2012 at the Department of Social Services <br /> building thereby having public outreach in both the central and southern county areas. The <br /> comments received at the April 3 meeting in general, included: <br /> • Support for the passenger rail station in Hillsborough; <br /> • Concern that the plan disproportionately benefits some areas of the county <br /> over others, show county population distribution; <br /> • Requests that citizens be given more time to consider and evaluate the <br /> plan. What process to provide input and to make changes to percentage <br /> distribution; <br /> • The need to improve public awareness of the plan and offer a less formal <br /> setting for citizens to ask questions and give feedback. Add two Open <br /> House meetings in April; <br /> • Requests that the plan consider the elderly population in the county and <br /> their access to transit option; and <br /> • Concern relating to the financial aspects of the plan including, the need for <br /> increases taxes, and the plans reliance on Federal funding; <br /> • Matrix needed of revenue sources and expenditure areas; <br /> • Rework Orange County Transit Plan review schedule. <br />
