2
the bid for cart based collection there would have been a $1.21 savings per household per month
equaling a curbside collection service savings of about $ 270,300 in the first year of the new contract.
The bid tally sheet is attached.
This proposed addendum engages Waste Industries for an additional 12 month extension through
June 30, 2013 with the expectation of a 2013 competitive bid for urban single stream cart collection.
The addendum also allows for a month-to-month extension following the one year extension, if
needed. The addendum does allow for single stream collection, but residents will continue to use 18
gallon bins as the recycling receptacle.
FINANCIAL IMPACT: Due to the conversion to single stream collection via the attached agreement,
the per household per month cost has been lowered from the current $4.17 per household per month
to $3.73 per household per month, resulting in about $98,300 in savings for FY 2012/13. The total
projected cost for the Urban Curbside Recycling Program contract for FY 2012/13 will be
approximately $833,431. Had the BOCC proceeded to implement the conversion to single stream
utilizing carts, the cost of collection would have been $2.96 per household per month, resulting in an
estimated annual savings of $270,300 (not including the cost of cart acquisition). Funds to cover the
collection costs will be included in the Manager's Recommended FY 2012/13 Recycling Division
operating budget in the Solid Waste Management enterprise fund.
RECOMMENDATION(S): The Manager recommends that the Board approve the contract
addendum with Waste Industries to continue the provision of Urban Curbside Recyclable Materials
Collection Services and authorize the Chair to sign the contract addendum.
