The contracts for rural and urban curbside collection have been awarded by competitive <br /> bidding process, and then renewed as needed, provided service was acceptable and funds were <br /> appropriated. In June 2001, the Rural and Urban Curbside Contracts were merged into a single <br /> Curbside Recycling Contract, and the contract was reissued to Waste Industries for two years with a <br /> two-year extension beyond that (through June 2005). On June 1, 2005 the County de-privatized <br /> Rural Curbside Recycling Collection services and began the provision of Rural Curbside Recycling <br /> Collection as a County-operated program. <br /> In October of 2005, after a competitive bidding process, the County awarded a contract to Waste <br /> Industries, LLC of Durham for the provision of urban curbside recycling services. This contract <br /> authorized a 42 month initial term, with a two year extension. In March of 2009 the County extended <br /> the initial term from April 1, 2009, through March 31, 2011. In April of 2011 the County extended the <br /> term again through June 30, 2012 as allowed for in the previous contract addendum. <br /> It was the County's intention to enter a new contract through a competitive bid process at the end of <br /> this fiscal year to begin collecting single stream recycling in carts for the Urban Curbside program. <br /> The current cost of urban curbside collection (dual stream) is $4.17 per household per month. The <br /> County received bids for a new contract for cart-based collection and the lowest bid was from the <br /> incumbent contractor who bid $ 2.96 per household per month (not including cart costs). However, <br /> pursuant to BOCC direction, the new collection contract and cart-based recycling will be postponed <br /> while the Town of Chapel Hill completes its comprehensive waste study. If the County had awarded <br />
