1
ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: April 17, 2012
Action Agenda
Item No.
SUBJECT: North Carolina Tomorrow Grant Award
DEPARTMENT: County Manager/ Economic PUBLIC HEARING: (Y/N) No
Development
ATTACHMENT(S): INFORMATION CONTACT:
(1) North Carolina Tomorrow Executive Michael Talbert (919) 245-2308
Summary Dottie Schmitt (919) 245-2327
(2) Draft Grant Agreement North Steve Brantley (919) 245-2326
Carolina Tomorrow
PURPOSE: To accept the $50,000 NC Tomorrow Grant Award from the Community Investment
& Assistance, Community Development Block Grant (CDBG) Program through the NC
Department of Commerce.
BACKGROUND: The NC Department of Commerce and the 16 regional North Carolina
Councils of Governments are working cooperatively to create a more uniform approach to
economic development planning across the state. The project is to produce a comprehensive
economic development strategy (CEDS) for each region. These regional plans would be
consolidated into a State strategy. The regional councils are also working with the federal
g 9
Economic Development Administration on this initiative. Attached is an Executive Summary of
the initiative providing a more detailed description of the proposed collaborative partnership.
The County has been awarded a $50,000 NC Tomorrow grant from the North Carolina
Department of Commerce. Triangle J Council of Governments (TJCOG) will act as the sub-
grantee to carry out the work and manage the grant. The grant award is for a period of 24
months beginning March 19, 2012. The award will not hinder any other CDBG efforts by Orange
County and will not count against County caps.
FINANCIAL IMPACT: There are no County matching funds required for the grant and a
$50,000 budget amendment is included in Budget Amendment #8, which is on tonight's
agenda.
RECOMMENDATION(S): The Manager recommends that the Board accept the $50,000 NC
Tomorrow grant and authorize the Board Chair to sign the final Grant Agreement.
