APPROVED 1 011 12 0 0 3 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />BUDGET WORK SESSION <br />June 19, 2003 <br />The Orange County Board of Commissioners met for a budget work session on <br />Thursday, June 19, 2003 at 7:30 p.m. at the Government Services Center in Hillsborough, North <br />Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Margaret Brown and Commissioners, <br />Moses Carey, Jr., Alice M. Gordon, Stephen Halkiotis and Barry Jacobs <br />COUNTY ATTORNEYS PRESENT: <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Gwen Harvey and Clerk to the Board Donna S. Baker (All other staff <br />members will be identified appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE <br />PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. <br />Chair Review of Schedule and Topics <br />Chair Brown said that the CIP projects could be deferred until Monday evening. <br />John Link said that since some of the County Commissioners have ideas about how to address <br />the budget situation, the recommendation is to take Commissioner Jacobs' proposal at the <br />beginning or look at the potential cuts that he cited. <br />Commissioner Gordon asked for three minutes to review the supplemental information which <br />had just been districbuted. <br />2. County Operating Budget Matters <br />a) Review Menu of Possible Modification to the FY 2003-04 Manager's Recommended <br />Budget, including additional revenues. <br />Jahn Link said that Orange County is to receive $367,000 from the State from the tax relief bill <br />regarding Medicaid. This is on the blue sheet. <br />Budget Director Donna Dean made reference to column D, which includes the reserve fund <br />established for the Piedmont Wildlife Center. As the Board works through the changes, she will <br />add to the spreadsheet and will tally the tax rate. <br />Chair Brown asked about the outside consulting assistance for the school merger study and <br />John Link said that it will have to be added. <br />John Link said that on the merger issue, they will need some outside support, not necessarily a <br />consultant, to help them collect information on the process that other counties went through <br />
