ORANGE COUNTY FIRE RESCUE STUDY <br />ORANGE RURAL <br />1 Financial Capacity of the Department <br />2 <br />3 Tax Rate and Revenues <br />4 <br />5 Each year the Orange Rural Fire Department subnlits requests to the Town <br />6 Board to cover the cost of 1) Providing fire protection within the Town limits, <br />7 and 2) Costs for maintenance and necessary upgrades to the station that is <br />8 owned by the Town [Station 1].1 In FY 06 that amount was $612,210. In FY 07 <br />9 the amount is increased to $656,000. This includes an injection of capital of <br />10 $80,000. <br />11 <br />12 The District tax rate is $0.034. This translates into projected revenues of <br />13 approximately $224,165.00. The total budget for Orange Rural is <br />14 approximately $837,000. <br />15 <br />16 Debt <br />17 <br />18 We did not obtain any financial data from the Department and thus are unable <br />19 to comment on debt or debt structure. <br />20 <br />21 Projected capital needs <br />22 <br />23 The Department will need to consider replacing its EEI Tanker and Aerial in the <br />24 next three to six years. The Aerial unit will cost approxi.mately $700,000. The <br />25 Tanker replacement will cost approximately $200,000 to $250,000. The <br />26 Department also needs to develop plans regazding renovation or relocation for <br />27 Station 1. We estimate the costs associated with that project could run from a <br />28 low of $750,000 to in excess of $5,000,000 depending on land acquisition issues <br />29 and station design. <br />30 <br />31 Obsernations and Issues <br />32 <br />33 The downtown station is an attractive facility but response can be difficult due to <br />34 downtown traffic congestion.
