ORANGE COUNTY FIRE RESCUE STUDY <br />CALDWELL <br />i Organization <br />2 <br />3 A seven-member board of cii.rectors oversees the department; a majority of board <br />4 members are not firefighters. The Department has enjoyed stable leadership and in <br />5 the last six years is currently served by only the third Chief since establishment of <br />6 the Department. The Depaztment meets every Thursday evening with one <br />7 Thursday each month being reserved for a business meeting, the remaining <br />8 Thursdays aze for trairung. <br />9 <br />10 <br />11 Demographics <br />12 <br />13 The District is very rural and dominated by agriculture. The Department enjoys <br />14 strong community and auxiliary membership support. The Department sponsors <br />15 programs for the community at its station. <br />16 <br />17 <br />18 Deparhnent Membership <br />19 <br />20 Membership consists of 27 adult firefighters and 2 junior (16 yeaz olds) firefighters. <br />21 The Deparhnent has no paid staff providing coverage during the week. Typically, 5 <br />22 to 7 personnel respond to daytime inci.dents and usually 13 respond to major <br />23 incidents. The Department has been dispatched to 235 calls in the last 37 months <br />24 with call volume stable across time. Of these, <br />25 <br />26 - 74 incidents involved vehicles, <br />27 - 66 incidents involved automatic alarms or investigations, and <br />28 - 36 incidents involved wildland fires. <br />29 <br />30 Nearly all members are First Responder certified and about a one-third are EMT <br />31 certified. Some members are equipped with oxygen and bag valve masks for direct <br />32 response to a medical call. All have radios for communication with responding <br />33 medical units. This fits well into the County's IRV program. <br />34 <br />35 The Department relies upon one-on-one for recruiting new members. New <br />36 members join usually because they know someone on the Department. <br />37 <br />12 <br />
