O~~ ~~~ Z <br />REVISED ~~S ~ ~D~ 02 - U ~ ~ ~ ~ J4 <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />A RESOLUTION TO ENDORSE THE ESTABLISHII~ENT OF <br />A RURAL TRANSPORTATION PLANNING ORGA~IIZATION <br />FOR THE COUNTIES OF ORANGE, CHATHAM, LEE E\ND MOORE <br />WHEREAS, section 135 of Title 23, United States Code, declares that it is in the <br />national interest to encourage and promote the development of tran:~portation systems <br />embracing various modes of transportation in a manner that will sen~e all areas of the State <br />efficiently and effectively; and <br />WHEREAS, North Carolina General Statutes 136-211 enacted July 6, 2000, provides <br />for the establishment of Rural Transportation Planning Organization:> (RPOs) similar in <br />concept to Metropolitan Planning Organizations (MPOs) for transportation planning in North <br />Carolina's urban areas; and <br />WHEREAS, the Orange County Board of Commissioners is committed to provide <br />comprehensive and multimodal transportation options to all county rE;sidents, including <br />those in rural areas; and <br />WHEREAS, the Counties of Chatham, Lee, Moore and Oranc~e comprise a portion of <br />the Region J Planning Area; and <br />WHEREAS, Triangle J Council of Governments is the coordinating agency for <br />regional planning efforts in the RegionJ Planning Area, and would serve as the Lead <br />Planning Agency for the RPO; and <br />WHEREAS, the establishment of a Rural Transportation Plani~ing Organization <br />(RPO) would provide rural areas of Orange County the opportunity tc~ work in partnership <br />with the North Carolina Department of Transportation toward develo~-ment of sound, short <br />and long-range transportation planning for rural areas within the Reg!on J Planning Area; <br />NOW, THEREFORE, BE IT RESOLVED, It is the desire of Orange County <br />government to establish a Rural Transportation Planning Organization with the Counties of <br />Chatham, Lee and Moore in the Region J Planning Area and excludir~g areas of Orange <br />County that are already included in the Durham-Chapel Hill-Carrboro Metropolitan Planning <br />Organization boundary. <br />Upon motion of Commissioner , seconded Cornmissioner <br />, the foregoing resolution was adopted this the ~}~ay uf , 2002. <br />~~~ <br />I, Donna Baker, Clerk to the Board of Commissioners for the County ~~f Orange, North <br />Carolina, DO HEREBY CERTIFY that the foregoing is a true copy of :~o much of the <br />proceedings of said Board at a meeting held on August 20, 2002 as r~~lates in any way to <br />the adoption of the foregoing and that said proceedings are recorded in the minutes of said <br />Board. ~t` <br />WITNESS my hand and the seal of said County, this ~~ day of _~ , 2002. <br />'~ ~--- <br />Clerk to the Buard of Commissioners <br />
