3 <br /> 8. In Spring 2000, the Board approved the issuance of $2.845 million in two-thirds net debt <br /> reduction bonds. These funds were to cover a portion of the costs to renovate Whitted <br /> and Northern Human Services Centers. At its June 18, 2002 meeting, the Board of <br /> County Commissioners approved funds in the amount of $2,328,874 for a portion of the <br /> Whitted Human Services Center renovations to include replacement of the HVAC <br /> system, replacement of ceiling and lighting, upgrades to the data wiring system <br /> throughout the building, -and renovations to clinic space located in the Health <br /> Department. The awarded bid include the following costs: <br /> • HVAC/Ceiling/Lighting replacement - $2,064,344 funded from two-thirds net debt <br /> reduction bonds <br /> • Data Wiring upgrades - $49,301 funded from prior years appropriations to the <br /> Information Technology Capital Project <br /> • Renovations to Health Department clinic space - $215,229 funded from monies <br /> appropriated in prior years to the Medicaid Maximization Capital Project <br /> Staff anticipates that the work will begin in August 2002 and will take approximately <br /> fifteen months to complete. (The attached Whitted Human Services Center Capital <br /> Project Ordinance appropriates the two-thirds new debt funds.) <br /> 9. In June 2000, the Sheriffs Department entered into an agreement with Justice Benefits <br /> (JBI). JBI specializes in securing appropriate Federal financial assistance in recovering <br /> federal funds that are due to counties who house federal inmates. Based on the work <br /> that JBI performed, Orange County has received an unanticipated $100,000. This <br /> budget amendment provides for the receipt of these funds. (See Attachment 1, column <br /> # 10). <br /> FINANCIAL IMPACT: No additional County funds are required for the receipt of these funds. <br /> RECOMMENDATION (S): The Manager recommends that the Board of County Commissioners <br /> adopt the attached budget ordinance amendment and capital project ordinance. <br />
