Medicaid Maximization Chapel Hill 968-4501 <br /> Capital Project Ordinance Durham 688-7331 <br /> Mebane 336-227-2031 <br /> PURPOSE: To approve budget ordinance amendments and grant and capital project <br /> ordinances for fiscal year 2001-02. <br /> BACKGROUND: <br /> Health Department <br /> 1. The Health Department has received funds in the amount of$5,000 to be used for its "Pink <br /> Carolina" project. The department plans to expend the funds to educate women in Orange <br /> County regarding the early detection of breast cancer among underserved. In addition, the <br /> department will provide mammograms and follow-up for women who do not qualify for the <br /> Breast and Cervical Cancer Control Program (BCCCP). While the program will assist all <br /> women in Orange County, a primary focus will be serving Hispanic/Latino and African- <br /> American females. There is no County match required for the receipt of these funds. (see <br /> Attachment 2, Community Based Public Health Initiative Grant Project Ordinance). <br /> 2. As required by the federal government, each state "sets aside" a portion of annual Medicaid <br /> earnings as a contingency to avoid over expenditures. The funds are referred to as "federal <br /> cost settlement funds" or"Medicaid maximization funds". Should the federal government not <br /> need to use the withheld funds, it reimburses the funds to the State on an annual basis. In <br /> turn, the State passes these. funds along to Health Departments. There are several <br /> requirements regarding the use of the funds: <br /> • Funds are required to be budgeted and expended to further the objectives of the <br /> program that generated the receipts; <br /> • Funds may be expended for a variety of public health needs and activities or they <br /> may be held in reserve for future needs of the department; and <br />
