EXHIBIT A 2 <br /> BILL DRAFT 2012- <br /> 1 AN ACT TO ADD ORANGE COUNTY TO S.L. 2011-163 AUTHORIZING NASH <br /> 2 COUNTY TO PROVIDE GRANTS TO PROMOTE BROADBAND IN UNSERVED <br /> 3 AREAS FOR ECONOMIC DEVELOPMENT 1N THE COUNTY. <br /> 4 <br /> 5 The General Assembly of North Carolina enacts: <br /> 6 SECTION 1. A county may provide grants to unaffiliated providers of high speed <br /> 7 Internet broadband for the purpose of expanding service in unserved areas for economic <br /> 8 development in the county. The grants shall be awarded on a technology neutral basis, shall be <br /> 9 open to qualified applicants, and may require matching funds by the private provider. The <br /> 10 county shall use only unrestricted general fund revenue for the grants. <br /> 11 SECTION 2. Nothing in this act authorizes a county to provide high speed Internet <br /> 12 broadband service. <br /> 13 SECTION 3. This act applies only to Nash County and Orange County. <br /> 14 SECTION 4. This act is effective when it becomes law. <br /> 15 <br />
