The Certificate of Adequate Public Schools issuance was shifted in the <br /> revised Memorandum of Understanding to a date after local government's preliminary <br /> approvals. Due diligence of the developer will likely bring a tentative Certificate of <br /> Adequate Public Schools analysis to be used in the project approval such as phasing the <br /> development program. <br /> 4. Initialization and Annual Update: <br /> February 15 of each year is the Memorandum of Understanding date by which the School <br /> Adequate Public Facilities Ordinance is updated/re-certified with new mathematical <br /> (numbers),variables based on actual current year school membership and capacity. <br /> 5. Exemption from Certificate Requirements: <br /> The Memorandum of Understanding was revised to include an "at least thirty years" <br /> provision for elderly and/or dormitory housing exemption. Also, any change of use <br /> would require the project to be processed through the School Adequate Public Facilities <br /> Ordinance system. <br /> b.
