0011 <br /> II. Charge to the WRC / BOCC Goal <br /> When the Water Resources Committee was formed, the Committee was charged <br /> with the following task: <br /> Develop a long-range study and planning process to identify and address <br /> the impacts of various land uses and waste treatment options on the <br /> quantity and quality of ground and surface water resources of Orange <br /> County, so that these impacts can be factored into long-range planning. <br /> All of the subsequent activities of the Committee and the project have been <br /> oriented around this dual purpose of assessing quantity and quality of <br /> groundwater. This includes the substantial research and three reports produced <br /> by USGS, the research of graduate students, the activities of the Committee <br /> (such as the creation of the Ground Water Center, joining the Groundwater <br /> Guardian program, and conducting open houses and other informational <br /> brochures). The final stages of the project, the integration of surface water and <br /> ground water planning, is scheduled to occur in the next two years, using this <br /> Committee's report as a guide. <br /> Finally, as per the Board of Commissioners goal, the WRC is also asked to <br /> conduct the following tasks: <br /> • Estimate the activities and costs that will be needed to have complete <br /> data and information (i.e., further research needs) <br /> • Examine the implications of the USGS reports <br /> • Offer ideas on directions the Commission for the Environment and the <br /> BOCC might take for ground water protection, and in linking surface and <br /> ground water planning into the Water Resources Element of the <br /> Comprehensive Plan <br /> 4 <br />
