Please note, this hearing does not constitute the <br /> process of adoption of the actual land development code regulation. That process <br /> will occur this fall. <br /> BACKGROUND: The original public hearing on this item was November 27, 2000. <br /> A summary of the item proposed for public hearing is provided. Staff is available to <br /> research and answer questions prior to the public hearing. <br /> Purpose: To conduct a second public hearing on the Schools Adequate <br /> Public Facilities Ordinance Memorandum of Understanding (MOU) and <br /> ordinance to address modifications suggested through previous public <br /> hearings, Schools and Land Use Councils (SLUC), attorney, and <br /> administration comments. The revisions specifically address the timing of <br /> issuance of a school Certificate of Adequate Public Facilities (CAPS) to <br /> new development and a process for annual reevaluation and update to <br /> the technical school capacity/membership formula. A few other matters <br /> were addressed in the proposed MOU and are noted in the attachment. <br /> Residential growth has increased sharply in Orange County over the past <br /> decade, in large part due to the well-known quality of the public schools in <br /> the county. Concern has been expressed by elected officials that <br /> overcrowding in the schools could jeopardize the quality education that is <br /> a linchpin of the quality of life in Orange County.
