evacuation. Nick Waters said that they have sent the study to each county that was involved in
the study so they could start planning. The next step is to prioritize the mast probable scenarios
and come up with a plan.
Commissioner Gordon suggested concentrating on immediate action on
evacuation because if anything happens, people are going to evacuate. Nick Waters said that
this is a difficult task because people will be evacuating in different directions depending on the
crisis.
Commissioner Jacobs suggested a page in the study that states under whose
auspices this was done because the recommendations are deeply political. He also asked
about the evacuation plans. Nick Waters said that the only regional evacuation plans that are in
place are the coastal counties to move people from the coast inland. They developed an I-40
reversal strategy from Wilmington through Wake County and both lanes of I-40 will be west
bound. There is no plan on where to go after that.
Commissioner Jacobs said that he would like to see recommendations from the
staff an what the Board can advocate for with the state legislature, the governor, and
congressmen.
Chair Brown confirmed with Nick Waters that this was a good thing to put on the
Assembly of Governments agenda as a presentation.
Chair Brown's concern is with the Nuclear Regulatory Commission and the
nuclear power issues and the reliance that evacuation is the only solution to dealing with an
accident. This study shows that an evacuation plan would not help Orange County. She would
like this to be known to as many people as possible because we need to face reality and not
pretend that we are capable of evacuating all of these people.
Nick Waters said that the most important thing that the study pointed out was the
need for honest statewide education about these issues.
11.
