A motion was made by Commissioner Jacobs, seconded by Commissioner <br />Halkiotis to approve and authorize the Chair to sign the resolutions as stated below related to <br />Senate Bills 384, 34, and 512. The resolutions will be forwarded, along with a cover letter, to <br />Orange County's legislative delegation, leaders of the General Assembly, the Governor, and the <br />North Carolina Association of County Commissioners. <br />NORTH CAROLINA <br />ORANGE COUNTY <br />RESOLUTION REGARDING <br />LEGISLATIVE MATTERS <br />WHEREAS, the North Carolina General Assembly has in past years enacted special <br />interest legislation that has had the effect of eroding the property tax base, thereby weakening <br />local governments' ability to adequately perform their designated functions; and, <br />WHEREAS, the Orange County Board of Commissioners opposes these actions; <br />NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of <br />Orange County that the Board hereby requests the Senator and Representatives representing <br />Orange County take the following positions on legislation regarding the following matters: <br />1} Oppose Senate Bill 512, version 1, a copy of which is attached as Exhibit A, and <br />appose all subsequent versions or other bills that seek to change the method of <br />valuation for a motor vehicle far local property tax purposes from the current <br />standard of its true value in money to any other standard, including the vehicles' <br />wholesale or "trade-in" value as proposed in the bill.
