WHEREAS, over 1900 children in Orange County were referred to Social Services for <br />suspected child abuse or neglect last year; and <br />WHEREAS, the impact of abuse and neglect lasts throughout life; and, <br />WHEREAS, children who are laved and nurtured grow up to be healthy, creative and productive <br />community members; and, <br />WHEREAS, it is the goal of Orange County to improve the quality of life of all children who live <br />here; and, <br />WHEREAS, preventing child abuse and breaking the cycle of abuse is the responsibility of <br />every citizen; <br />NOW, THEREFORE da we, the Board of County Commissioners of Orange County, North <br />Carolina, hereby proclaim April 2003 as "Child Abuse Prevention Month" and call upon all <br />citizens and organizations to join together to prevent child abuse. <br />THIS IS THE 1St DAY OF APRIL, 2003. <br />VOTE: UNANIMOUS <br />b. Fair Housina Month <br />The Board considered adapting the proclamation recognizing and celebrating April <br />as Fair Housing Month. <br />Human Rights and Relations Director Annette Moore said that last year they <br />received a $25,000 grant from HUD to do a partnership initiative in which they did telephone <br />testing. The analysis of the test found a 38% difference in treatment. They will follow up on that <br />test this year. In addition, they will be doing a home mortgage disclosure act study. This will be <br />done by the end of the month. There is a Community Wellness Fair on April 27t" and they will <br />be giving out information on Fair Housing Month. Also, the Chapel Hill Board of Realtors along <br />with some others is having meetings on affordable housing ownership on April 24t" at the <br />Century Center from 8:30 - 3:00. <br />Commissioner Halkiotis read the proclamation. <br />A motion was made by Commissioner Carey, seconded by Commissioner Jacobs to <br />approve and authorize the Chair to sign the proclamation as stated below: <br />FAIR HOUSING MONTH <br />WHEREAS, April, 2003 marks the thirty-fifth anniversary of Title VIII of the <br />Civil Rights Act of 1968, the Federal Fair Hauling Act, which provides far equal <br />opportunity for all people in the sale, rental, and financing of housing, and prohibits <br />housing discrimination on the basis of race, color, religion, sex, age, or national <br />origin; and <br />WHEREAS, the Fair Housing Amendments Act of 1988 added familial status <br />and handicap to those classes protected by Title VIII and added <br />strong new rights, remedies, monetary penalties, and judicial and <br />administrative enforcement procedures; and <br />
