C)An amendment to the Land Use Management Ordinance is warranted to achieve the <br /> purposes of the Comprehensive Plan. <br /> Staff Comment: We believe the rezoning request is warranted to achieve the purposes of the <br /> Comprehensive Plan including maintaining the urban services/rural buffer boundary, conserving <br /> and protecting existing neighborhoods, encouraging desirable forms of non-residential <br /> development, creating and preserving affordable housing opportunities, and providing quality <br /> facilities and services; <br /> We believe the information in the record thus far can be summarized as follows: <br /> Argument in Support Portions of the applicant's Statement of Justification follow; also see <br /> the full Statement(attached). <br /> "The St. Paul Plan when implemented will achieve several of the <br /> Town of Chapel Hill Comprehensive Plan goals: <br /> � Create and Preserve Affordable Housing Opportunities: <br /> The St. Paul master plan includes 87 Dwelling Units with an <br /> 18%affordable component. <br /> • Complete bikeway/greenway/sidewalk system: <br /> The plan includes a pedestrian sidewalk system to maximize <br /> pedestrian access to all facilities on the site and to adjacent <br /> Habitat for Humanity Housing. The system will allow arrival <br /> by public transportation on Rogers Road or by bicycle on the <br /> drives allowing access to all facilities on site without the use <br /> of the automobile. <br /> • Provide Quality Community Facilities and Services: <br /> The St Paul Plan includes a Wellness Center inclusive of a <br /> Gymnasium, a St. Paul/Rodgers Road Museum, a Teen <br /> Center, and a Senior Center. The St. Paul facilities will be <br /> utilized by all community residents. Sidewalks are planned to <br /> link all on site facilities.
