Culpepper, Planning Director <br /> Gene Poveromo, Development Manager <br /> Phil Mason, Principal Planner <br /> SUBJECT: Joint Public Hearing: Application for Zoning Atlas Amendment—St. Paul <br /> Village, 1604 Purefoy Drive (Project No. 2011-0283) <br /> DATE: March 29, 2012 <br /> PURPOSE <br /> Attached for your consideration is a Zoning Atlas Amendment application from Pastor Thomas <br /> Nixon of St. Paul AME Church. <br /> Address 1604 Purefoy Drive, Cha el Hill (Joint Planning Area) <br /> Location The site is located in the northeast quadrant of the intersection of Rogers <br /> Description Road and Purefoy Drive, adjacent to Phoenix Place in the Joint Planning <br /> Transition Area. <br /> Orange County The Orange County Parcel Identifier Numbers are 9870-45-9243, 9870-54- <br /> Parcel Identifier 0416, 9870-54-3735, 9870-54-4583, and 9870-54-5947. <br /> Numbers <br /> Property 20.4-acre, 5-lot assemblage <br /> Descri tion <br /> Existin Zoning Chapel Hill Residential-1 (R-1) <br /> � Pro osed Zonin Cha el Hill Residential-S-Conditions (R-S-C) <br /> BACKGROUND <br /> The St. Paul Village site is located outside of the Town of Chapel Hill's Corporate Limits, in the <br /> Town's northern Joint Planning Transition Area(JPA). Approval of the proposed Zoning Atlas <br /> Amendment will require joint approval by the Chapel Hill Town Council and the Orange County <br /> Board of Commissioners. <br /> Note that the applicant has submitted an associated Special Use Permit for a Planned <br /> Development-Mixed Use application to construct a place of worship campus and mixed-use <br /> development. <br /> The application for a Zoning Atlas Amendment would change the current zoning, and thus the <br /> permitted types and intensity of land uses. The applicant seeks to rezone the site to accomplish <br /> the following intensity in the accompanying Special Use Permit application: <br />
