Culpepper and Phil Mason, Town of <br /> Chapel Hill Planning Department, (919) 968- <br /> 2728 <br /> PURPOSE: To receive public comment on a proposal to amend the Joint Planning Area (JPA) <br /> Zoning Atlas to change the zoning of a proposed rezoning of a 20.9 acre 5-lot assemblage at <br /> the northeast corner of Rogers Road and Purefoy Drive from Residential-1 to Residential-5- <br /> Conditional. <br /> BACKGROUND: The Town of Chapel Hill has received an application from Pastor Thomas <br /> Nixon of St. Paul AME Church for a Zoning Atlas Amendment to rezone a 20.9 acre 5-lot <br /> assemblage at the northeast corner of Rogers Road and Purefoy Drive. The property is <br /> currently located within the Residential-1 (R-1) zoning district and is identified as being all or a <br /> portion of Orange County Parcel Identification Numbers 9870-45-9243, 9870-54-0416, 9870-54- <br /> 3735, 9870-54-4583, and 9870-54-5947. A Special Use Permit application accompanied the <br /> Zoning Atlas Amendment application. <br /> The applicant has requested that the site be rezoned from Residential-1 (R-1) to the <br /> Residential-S-Conditional (R-5-C) zoning district. The "conditional" designation means that, if <br /> the rezoning is approved, no development may occur on the property unless the Chapel Hill <br /> Town Council approves a Special Use Permit. The application received by the Town for the <br /> proposed Special Use Permit has been tentatively scheduled for a public hearing on May 21, <br /> 2012. <br /> FINANCIAL IMPACT: Costs to hold a public hearing on this item have been paid from FY <br /> 2011-12 funds budgeted for this purpose. Necessary work has been accomplished using <br /> existing staff. <br /> RECOMMENDATION: As is detailed in the Attachment, the Town of Chapel Hill Planning staff <br /> recommends approval of the proposed zoning atlas amendment as contained in the attached <br />
