He said that he is by default the representative of the <br />group. He made reference to pages 41 and 46 of the report. He attended his <br />first meeting and said that one thing that struck him was that he does not see any <br />reason why we would not introduce an inspection system of septic tanks for new <br />homes because a lot of the problems occur within the first two years far new <br />homes. Regarding the issue of the municipal users of underwriting the <br />retroactive programs, he encouraged the BOH to approach OWASA again to <br />institute this on a pilot basis. <br />Alan Rimer said that it would be appropriate to package together historically what <br />has happened and provide it to the Board. <br />Chair Brown asked about the 40°!0 of new systems that are failing within the first <br />two years. Ron Holdway said that the issue is the filters that the State started <br />requiring. Some of these filters have been clogging and the systems themselves <br />have not been failing. <br />Commissianer Halkiatis asked Rosie Summers and the Manager to generate a <br />list of inspections that could have a fee attached to them and to refresh everyone <br />on what the County can charge. <br />Commissioner Jacobs said that there is legislation that has been introduced to <br />allow charging fees for restaurant inspections. <br />Commissioner Halkiotis said that the education process about septic systems is <br />never ending because people move out and new people move in. <br />Rosie Summers said that Ron Holdway and his staff have had good feedback <br />with the "information days" in neighborhoods. <br />3. Diminishing Funding Streams for Public Health Programs <br />Melvin Hurston said that they are confronted with how to survive within the <br />economic issues facing the nation. The BOH's budget will highlight some of the <br />issues. <br />Alice White said that the BOH would like to be well-positioned going into the <br />budget and they would be glad to provide information to the Board of County <br />Commissioners as to where the dollars are going. <br />
