PROCLAMATION <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> FRANCES NEAL HARGRAVES DAY <br /> WHEREAS, Frances Neal Hargraves is a life-long resident of Chapel Hill and Southern <br /> Orange County, with her family home place located on West Franklin Street where the <br /> McDonald's now stands; and <br /> WHEREAS, Frances Neal Hargraves is a member of Saint Paul African <br /> Methodist Episcopal Church and taught Sunday School starting at age ten and <br /> continuing for sixty years; and <br /> WHEREAS, Frances Neal Hargraves was educated at Winston-Salem State <br /> University, with a B.S. Degree in Education, and later did graduate work at North <br /> Carolina Central University, Syracuse University, and the University of North Carolina at <br /> Chapel Hill; and <br /> WHEREAS, Frances Neal Hargraves taught for 30 years in the Chapel Hill-Carrboro City <br /> School System, 10 years in elementary grades 4-6 and 20 years in special education; <br /> and <br /> WHEREAS, Frances Neal Hargraves is a member of Delta Sigma Theta Sorority, the <br /> Chapel Hill Women's Club, Women of Distinction, the American Association of University <br /> Women, the Chapel Hill-Carrboro League of Women Voters, and many other <br /> organizations; and <br /> WHEREAS, Frances Neal Hargraves is active in the Chapel Hill Preservation Society, <br /> Orange County Mental Health Association, Orange County Women's Center, Friends of <br /> Chapel Hill Library, Friends of Carrboro Library, Northside Neighborhood Association, <br /> Golden Age Happy Circle, Chapel Hill Senior Center, the Girl Scouts, Chapel Hill <br /> Museum, Meals on Wheels, the Retired Senior Volunteers Program, and many other <br /> activities- truly an exemplar of volunteerism and public service; and <br /> WHEREAS, Frances Neal Hargraves is a familiar sight-walking all over the Town of <br /> Chapel Hill early in the morning, and at one point walking eighteen miles a week; and <br /> WHEREAS, Frances Neal Hargraves participated in the Senior Olympics from <br /> 1988 through 2001, winning and setting records in 1500 meters and 5000 <br /> meters walk race and other competitions; and <br /> WHEREAS, Frances Neal Hargraves's philosophy has been "to hold onto my <br /> Maker and friends and to have a sense of humor"; <br /> NOW, THEREFORE, do we, the Orange County Board of Commissioners, hereby <br /> proclaim April 14, 2002 as FRANCES NEAL HARGRAVES DAY in Orange County and <br /> commend this observance to all our citizens. <br /> THIS THE 16TH DAY OF APRIL, 2002. <br /> Barry Jacob ai <br /> Orange Co ty Boar f Co missioners <br />
