21 <br />OPC Area Board (see attached). In summary an individuai who was enrolled in the <br />agency's health care plan during their employment would be eligible to continue <br />healthcare coverage as a retiree under specific criteria defined by agency policy. <br />OPC currently has seven retirees who qualified for healthcare coverage, with five <br />a~lditional employees who will be retiring at the end of March. Of the seven <br />current retirees, one will reach will reach the age of 65 at the end of June and <br />would no longer be e(igible for the healthcare benefit. A basic profile of the other <br />retirees is attached. <br />When OPC dissolves on June 30, 2012 the agency's current health plan will <br />terminate, including coverage for e(igible retirees. As pdrt of our due diligence <br />process OPC has been exploring options regarding continued coverage for <br />retirees, as well as identifying potential funding to do so. A workgroup was <br />established that included Commissioners and county management <br />representatives, as well as management staff and legal counsel for OPC. One of <br />the options discussed by the workgroup was for OPC retirees to be covered under <br />a county health plan. Investigation of this option is currently underway. <br />Recommended Action: The OPC Area Board and senior management would ask <br />that the Orange County Board of Commissioners approve identified OPC retirees <br />being included under the covnty healthcare plan until such time as they are <br />eligible. for Medicare coverage. OPC Area Authority will provide funds for the <br />purpose of funding the post-retirement health insurance benefits for qualified OPC <br />employees. <br />Submitted By: Judy R.
