Staff does not have the technical background to estimate the capacity for <br /> additional collocations. This analysis would involve detailed knowledge of <br /> the structural capacity of the tower to support additional loadings and the <br /> need for additional broadband service within the immediate vicinity. The <br /> number of known collocations is provided in Attachment 3. <br /> • Please outline the on-site tower location criteria. � <br /> STAFF COMMENT: When the initial Plan Map was adopted, Resolution 2011-052 was <br /> enacted prescribing a process for tower locations on County properties. An <br /> environmental assessment and a balloon test are required. <br /> Section 5.10.8(B) Standards for Special Use Permits list a number of submittal <br /> requirements, including a site plan, a landscape and tree preservation plan, and if <br /> required, a visual impact assessment, and a balloon test with proper public notification. <br /> Proposed tower sites seeking only administrative approval must also submit a site plan <br /> and a landscape and tree preservation plan. Tower developers are encouraged to locate <br /> on a site where existing tree canopies can function as a natural visual barrier. Portions <br /> of property with floodplains and steep slopes will not be permitted as tower construction <br /> sites. <br /> • What about the County Park property on the west side of Millhouse Road? How was the <br /> property obtained? <br /> STAFF COMMENT: The County Park property consists of finro parcels totaling some 79 <br /> acres of land. Befinreen the two parcels is a recorded access easement of an unspecified <br /> width, which follows an existing farm road back to a 10.01-acre private parcel (PIN <br /> 9871607301). A cell tower is located on the property. According to photographic records <br /> the tower was built before 1998. A stream separates the tower site from the County <br /> Park. The tower site is surrounded by County land to the north and east, County Landfill <br /> property to the south, and Duke Forest property to the west. Attachment 7 details the <br /> tower site in the vicinity of the Julia Blackwood Park property. <br /> FINANCIAL IMPACT: Other than the published legal advertisement, which was paid for with <br /> fiscal year 2011/2012 budget funds, there is no financial impact at this time other than staff <br /> time. Eventually, ground lease revenues may be received from towers located on County <br /> properties. <br /> RECOMMENDATIONS: The Manager recommends that the Board: <br /> 1. Receive this abstract; <br /> 2. Accept any additional public comments; <br /> 3. Close the public hearing; and <br /> 4. Approve the Plan modification as detailed within Attachment 2. <br />
