Decisions are made through year-to-year budget requests <br /> based on the professional recommendations of emergency services leaders to boards or <br /> appointed managers.The Orange County Chief's Association welcomes a public discussion <br /> regarding service level expectations,and hopes to provide accurate information to advance this <br /> conversation. <br /> Kev points to address in public outreach <br /> • What does"response time" mean and who/what agencies are involved in the equation? Explain <br /> any existing gaps. ("Why does the fire truck/ambulance take so long?") <br /> • The value of leveraging paid staff with volunteers. Explain how much money Orange County <br /> saves by using volunteer fire and rescue departments. <br /> • The value of the levels of service and training offered in departments,along with the number of <br /> hours donated through volunteer fire departments and South Orange Rescue Squad. <br /> • ISO ratings and insurance link: how marginalty highertaxes help homeowners save significant <br /> amounts of money. <br /> • The 2012 OCCA Strategic Plan as a foundation for noting past successes and direction for future <br /> progress. <br /> CONCLUSION <br /> With Orange County's"changing demographics and increased urbanization"Zl comes the responsibility <br /> for quality fire protection and life safety services.The Orange County Chief's Association urges <br /> thoughtful public consideration and discussion of the goals contained in this report, and looks forward <br /> to a future of collaborative progress built on our tradition of past successes.
