1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: March 22, 2012 <br /> Action Agenda <br /> Item No. 4 -G <br /> SUBJECT: Orange County Chief's Association - "Strategic Plan for the Provision of <br /> Emergency Services" Presentation <br /> DEPARTMENT: County Manager PUBLIC HEARING: (Y/N) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Frank Clifton, County Manager, 245- <br /> Orange County Chief's Association - 2306 <br /> "Strategic Plan for the Provision of <br /> Emergency Services" Report <br /> PURPOSE: To receive a presentation on the Orange County Chief's Association's "Strategic <br /> Plan for the Provision of Emergency Services". <br /> BACKGROUND: In August 2011 the Orange County Chief's Association engaged the UNC <br /> School of Government to prepare the Orange County Chief's Association's "Strategic Plan for <br /> the Provision of Emergency Services". Lydian Altman, Director of the Strategic Public <br /> Leadership Initiative with the School of Government, led the project along with Masters of Public <br /> Administration student Jake Pflepsen. Mr. Pflepsen has served as an emergency service <br /> provider for almost ten years in two municipalities and is also a nationally registered emergency <br /> medical technician. Ms. Altman and Mr. Pflepsen developed a work plan for the overall project, <br /> drafted agendas and a discussion exercise, facilitated discussions, and documented the <br /> decisions of the group into the final report. <br /> The entities involved with preparation of the report are listed on page 2 of the report in the <br /> Executive Summary. Orange County Chief's Association President Mike Tapp will make the <br /> presentation at the meeting. <br /> FINANCIAL IMPACT: There is no financial impact associated with receiving the presentation. <br /> RECOMMENDATION(S): The Manager recommends that the Board receive the presentation, <br /> provide any comments and questions as necessary, and express appreciation to the Orange <br /> County Chief's Association for its efforts to develop the report and for its daily work in Orange <br /> County. <br /> County staff has not had an opportunity to review and/or comment on the proposals outlined in <br /> the report. The report has also not been reviewed by the Emergency Services Workgroup <br /> established by the Board. At some point in the future, both the Workgroup and County staff will <br /> provide appropriate feedback to the Board. <br />
