APPROVED 1/21/2003 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />NOVEMBER 19, 2002 <br />7:30 p.m. <br />The Orange County Board of Commissioners met in regular session on Tuesday, <br />November 19, 2002 at 7:30 p.m. at the F. Gordon Battle Courtroom in Hillsborough, <br />North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners <br />Margaret W. Brown, Moses Carey, Jr., and Stephen Halkiotis <br />COUNTY COMMISSIONER ABSENT: Alice M. Gordon <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill and S. Sean Borhanian <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Gwen Harvey, and Clerk to the Donna S. Baker {All other <br />staff members will be identified appropriately below} <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE <br />PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDINGS OF <br />THE MEETING WILL BE KEPT FOR 5 YEARS. <br />Chair Jacobs said that Commissioner Gordon is recuperating from a broken foot. <br />She expresses her regrets that she could not be in attendance. <br />1. ADDITIONS OR CHANGES TO THE AGENDA <br />Chair Jacobs went through the sheets, which were added to the agenda packet. <br />PUBLIC CHARGE <br />The Chair dispensed with the reading of the public charge. <br />2. CITIZEN & AUDIENCE COMMENTS <br />a. Matters not an the Printed Agenda -none <br />b. Matters on the Printed Agenda (These matters were considered as the <br />Board addressed the items on the agenda below.) <br />3. BOARD COMMENTS <br />Commissioner Carey - no comments <br />Commissioner Halkiotis said that the amount of paper he is receiving is <br />overwhelming and that he was delivered the wrong information that belonged to <br />Commissioner Brown. He recycled three boxes of white paper, one box of mixed paper, <br />and two boxes of newspapers. He said that he was wondering what we have <br />accomplished as we have moved toward electronic communications. <br />Commissioner Halkiotis asked the Manager to assign someone on the staff to find <br />out on what roads in Orange County that it is legal to haul 14-foot wide mobile units. He <br />was run off the road on US 70 by a 14-foot wide mobile unit. He thought this was only <br />allowed on the interstates. He measured some of the lanes, and they are only 12 feet <br />
