APPROVED 1/21/2003 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> NOVEMBER 6, 2002 <br /> 7:30 p.m. <br /> The Orange County Board of Commissioners met in regular session on Tuesday, <br /> November 6, 2002 at 7:30 p.m. at the Southern Human Services Center in Chapel Hill, <br /> North Carolina. <br /> COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners <br /> Margaret W. Brown, Moses Carey, Jr., Alice M. Gordon and Stephen Halkiotis <br /> COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill and S. Sean Borhanian <br /> COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br /> Managers Rod Visser and Gwen Harvey and Clerk to the Board Donna S. Baker (All <br /> other staff members will be identified appropriately below) <br /> NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE <br /> PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. <br /> 1. Additions or Changes to the Agenda <br /> Chair Jacobs pointed out the lavender sheet that was a replacement for item 5-e. <br /> It reflects some changes recommended by the County Attorney. <br /> Chair Jacobs said that there were a lot of people signed up to speak for Tuscany <br /> Ridge and the Board of Commissioners may move this item up on the agenda, <br /> depending on the time. <br /> 2. Public Comments <br /> a. Matters not on the Printed Agenda - none <br /> b. Matters on the Printed Agenda <br /> (These matters were considered when the Board addressed the items on the <br /> agenda below.) <br /> 3. Board Comments <br /> Commissioner Gordon recognized Senator Lee and expressed her regrets for not <br /> attending the reception because she broke her foot. <br /> Commissioner Gordon said that she had attended a meeting of the <br /> Transportation Advisory Committee (TAC) and they considered the Long Range <br /> Transportation Plan for 2025 and putting it out for public comment. They decided to put <br /> it out for public comment with the Option 7, which has been renamed the Revised <br /> Northern Durham Parkway. She did vote against this because the Board of County <br /> Commissioners had already voted against it. It is a 42-day comment period and there <br /> will be a public hearing on December 4`h at Durham City Hall. Also, on December 18`h <br /> there will be adoption of the plan and it will go forward for air quality conformity analysis. <br /> She also brought up the Elizabeth Brady Road Extension at the meeting and articulated <br /> the Board's concerns. The TAC wants Orange County and Hillsborough to get together <br />
