said that Cane Creek is always low at this time of the year and is still down six feet. <br /> OWASA is being cautious at this time. He said that we might have been in trouble if we <br /> had not received three times the amount of rain than we normally do at this time of year. <br /> There was a lot of confusion in the differences in ordinance language regarding <br /> conservation, and over the winter, we will all be talking about this. <br /> Chair Jacobs said that OWASA was trying to get a forum together for <br /> conservation ideas. <br /> 6. State Budget Impacts- FY 2002-03 and Beyond <br /> Rod Visser said that this was put on the agenda in case the boards wanted to <br /> talk about the impacts from the State budget cuts. He said that we received written <br /> confirmation yesterday from the State Treasurer's office that they have received the <br /> County's resolution levying the additional half-cent sales tax, and it will begin December <br /> 1 5` <br /> Joal Hall Broun asked how much additional revenue the County expected to <br /> receive from the half-cent sales tax. Rod Visser said about $1.8 million from December <br /> through June from the County's perspective. <br /> Additional Concerns: <br /> Commissioner Brown said she had some concerns about the transportation issue <br /> and asked about#5, which says, "An extension of the proposed U NC/Ca rrboro/Horace <br /> Williams Fixed Guideway Transit Route to the North Carolina Railroad at University <br /> Station, utilizing the existing Norfolk Southern Corridor." <br /> Bill Strom said that this was one of the components of the preferred option that <br /> the Chapel Hill Town Council specifically removed from the 2025 option C. <br /> Commissioner Gordon said this is not something that everyone has in their <br /> packets. <br /> Commissioner Brown asked for someone to find out about this. <br /> Diana McDuffee said that they had discussed the TIP and the Horace Williams <br /> Tract. <br /> Bill Strom said that they left open a fixed guideway system for the campus and <br /> they discussed whether it should be on Franklin Street or on Cameron Avenue. <br /> Mayor Foy said that that this did come up at the TAC's last meeting and the <br /> immediate response was a question of ridership support, and specifically whether there <br /> was sufficient ridership between Horace Williams and Hillsborough without having <br /> something in between. This brought up land use implications that no one was prepared <br /> to talk about. <br /> Commissioner Gordon said it is not on the long-range transportation plan, but it is <br /> part of Carrboro's comments. This is her understanding. <br /> 7.
