Brown, Moses Carey, Jr., Alice M. Gordon and Stephen Halkiotis. <br /> COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill and S. Sean Borhanian <br /> COUNTY STAFF PRESENT: County Manager John Link, Jr., Assistant County <br /> Managers Rod Visser and Gwen Harvey, and Clerk to the Donna S. Baker. (All other <br /> staff members will be identified appropriately below) <br /> CHAPEL HILL TOWN COUNCIL MEMBERS PRESENT: Mayor Kevin Foy, Pat Evans, <br /> Ed Harrison, Flicka Bateman, Mark Kleinschmidt, Jim Ward, Bill Strom <br /> CARRBORO ALDERMEN PRESENT: Mayor Mike Nelson, Jacquelyn Gist, Joal Hall <br /> Broun, Diana McDuffee, Alex Zaffron <br /> HILLSBOROUGH TOWN COUNCIL MEMBERS PRESENT: Mayor Joe Phelps <br /> NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE <br /> PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. <br /> OPENING REMARKS-Chair and Mayors <br /> Chair Jacobs gave an open invitation to Senator Howard Lee's reception on <br /> Wednesday, November 6`h from 6:15-7:15 p.m. at the Southern Human Services Center. <br /> Hillsborough Mayor Joe Phelps said that he wants to thank the Board of County <br /> Commissioners for this chance to all meet together. <br /> Chair Jacobs also welcomed the school board members. He also mentioned the <br /> volunteer award ceremony prior to this meeting that was at the senior center. <br /> 1. SAPFO Implementation Timeline and Decision Points <br /> Orange County Planning Director Craig Benedict said that there is no need to go <br /> through the language of the model ordinance because there has been very little change. <br /> He does want to talk about the timeline. Originally, the timeline was to have the local <br /> governments adopt implementing regulations for the Adequate Public Facilities <br /> Ordinance in November. The new timeline (attachment 1d) says November, December, <br /> or January for the local governments to implement the new regulations. In the interim, <br /> data will be collected and hopefully the program can be up and running by February 15, <br /> 2003. There will be a final transmittal to all parties in the next few weeks. The Board of <br /> County Commissioners has addressed this in a work session and it will be on an agenda <br /> soon. <br /> Diana McDuffee asked about the decision matrix and the staff's recommendation <br /> on the level of service (attachment 1-c). Craig Benedict said that what was sent out in <br /> the agenda package had a difference between districts at the start. The School <br /> Facilities Task Force has addressed this issue and suggests that the levels of service <br /> stay the same for both districts (105%, 107%, and 110%).
