Resolution Authorizing Application Craig Benedict, Planning Director, 245- <br />2592 <br />PURPOSE: To approve a resolution authorizing staff to apply for a North Carolina Department <br />of Environment and Natural Resources Clean Water Revolving Fund (SRF) Loan funding to <br />finance the elimination of an existing pump station and construction of a proposed sewer <br />collection outfall line. <br />BACKGROUND: Orange County is in the midst of a project to extend sewer collection lines in <br />both the Efland and Buckhorn communities. The design of the current project was begun <br />several years ago and should be completed by the end of 2012. Several times during the <br />course of planning and design of the Efland portion of sewer line extensions, staff has brought <br />to the attention of the Board of County Commissioners (BOCC) the issue of the McGowan <br />Creek pump station. This pump station is now approximately 24 years old, having been <br />installed as part of the original sewer system in the late 1980s. While it has been regularly <br />maintained and serviced over the years by Orange Water and Sewer Authority (OWASA), the <br />County's sewer maintenance contractor, the pump station is at the end of its service life. <br />The ongoing construction project presents an opportunity to retire the existing McGowan Creek <br />pump station, which is currently the main pump station for the entire system. Part of the current <br />construction project includes the installation of a pump station which is situated downstream, or <br />at a lower elevation, than the McGowan Creek pump station. The original project design calls <br />for this new pump station, which will be installed on Brookhollow Road, to collect sewer from a <br />portion of the newly constructed sewer lines and pump this wastewater to the McGowan Creek <br />pump station. However, there is an opportunity to modify the design of the new Brookhollow <br />pump station as part of this project so that it is capable of collecting and pumping not only the <br />wastewater collected by the newly constructed lines, but also the wastewater that is currently <br />
