4 <br /> 1 Jenkins Crayton kindly responded to my email after taking time to explain matters to <br /> 2 me over the telephone on January 6, 2012. It is interesting to note that Mr. Crayton <br /> 3 stated, "while we don't survey taxpayers for the reasons they pay their taxes on January <br /> 4 6th, we know that in 2011, 173 tax bills were paid on January 6th compared to 67 in 2010.' <br /> 5 Could it be that at least some of those additional `late' payers were misled by the wording <br /> 6 on the tax bill, just as the surprised taxpayer in line after me this year? <br /> 7 Mr. Crayton indicated to me he was interested in hearing about any suggestions for <br /> 8 improving the tax bill for 2012. 1 had suggested DELINQUENT 1/06/2012. However, 1 <br /> 9 believe if there is room, a better wording might be Current Charges Past Due After <br /> 10 January 5, 2012, similar to that of Duke Energy. <br /> 11 <br /> 12 My appeal to you is twofold: <br /> 13 1. Clarify the wording for the 2012 Property Tax Bill (and the Vehicle Tax Notice) <br /> 14 2. Forgive the interest charged on January 6, 2012, when the full Property Tax Bill <br /> 15 payment was made. <br /> 16 <br /> 17 Thank you for your consideration." <br /> 18 <br /> 19 Chris Weaver said that he wanted to speak on the scheduling of the tax referendum. <br /> 20 He has only been in Orange County for a year and he is amazed about this process. He <br /> 21 said that the '/-cent sales tax did not pass when there was a record turnout last year, but <br /> 22 then it was rescheduled for an off year. He sees this as being a forced handling of the <br /> 23 people of the County, and especially his district. He is worried because there is another <br /> 24 attempt to get a Chapel Hill Transit tax put on soon. He hopes that this is put on the <br /> 25 November election when everyone is there rather than the May primary when not as <br /> 26 many people will be there. <br /> 27 <br /> 28 b. OWASA Annual Update Presentation <br /> 38 The Board received a presentation and information from the Orange Water and Sewer <br /> 39 Authority on the recent activities. <br /> 40 OWASA Board Chair Gordon Merklein introduced OWASA Executive Director Ed <br /> 41 Kerwin and Orange County appointee to the OWASA Board, Terri Buckner. He reviewed the <br /> 42 information on their abstract. The three initiatives are the Water and Sewer Management, <br /> 43 Planning and Boundary Agreement; Rogers Road Community; and Forestry Management. <br /> 44 <br /> 45 Water and Sewer Management, Planning and Boundary Agreement <br /> 46 On December 9, 2010, the OWASA Board adopted a resolution to clarify certain <br /> 47 language in the 2001 WSMPBA so that the Agreement cannot be interpreted as a constraint on <br /> 48 access to OWASA's Jordan Lake water supply storage allocation. Hillsborough and Orange <br /> 49 County adopted resolutions on March 14, 2011 and March 15, 2011, respectively, that would <br /> 50 apply OWASA's requested text change for those jurisdictions as well.
