Adult Care Home Community Advisory Committee <br /> 3 Commissioner Jacobs made reference to the top of page 7 and the issue of mixing <br /> 4 chronically mentally ill with older and frail populations came up in a federal complaint about <br /> 5 North Carolina's mental health system. He does not recall that there was any resolution. He <br /> 6 would like to get some examples and a response from this advisory board. He would like to put <br /> 7 this on the legislative agenda. <br /> 8 Chair Pelissier agreed. <br /> 9 <br /> 10 3. Affordable Housing Advisory Board (AHAB) <br /> 11 Commissioner Hemminger asked about the format of the reports. She suggested that <br /> 12 next year that the board/commission name be at the top as well as the year. <br /> 13 Commissioner Jacobs made reference to the bottom of page 10, #2 - Review Mobile <br /> 14 Home Park Standards. He asked what this meant. <br /> 15 Commissioner Foushee said that Orange County mobile home park standards are very <br /> 16 old and not enforceable. She said that this board was receiving complaints from residents <br /> 17 because these standards do not allow the Board of County Commissioners to enforce or <br /> 18 change these issues. <br /> 19 John Roberts said that Orange County does have a minimum housing code but with <br /> 20 mobile homes, you can not restrict them and if you only enforce some standards it may <br /> 21 interfere with Orange County's affordable housing standards. <br /> 22 Commissioner Jacobs said that he would like to know what the AHAB perceives as the <br /> 23 issues. <br /> 24 Commissioner Yuhasz suggested that any review involve mobile home park owners. <br /> 25 Chair Pelissier reiterated that the Board wants to ask the AHAB to identify the issues <br /> 26 related to the Mobile Home Park Standards and what they would like to explore, and that the <br /> 27 County Commissioners would like to review this before the AHAB proceeds. <br /> 28 Chair Pelissier made reference to page 10 and an on-ground Affordable Housing Bus <br /> 29 Tour for the board members. She would like to ask that the County Commissioners also be <br /> 30 invited to these kinds of tours that are informative. <br /> 31 <br /> 32 4. Agricultural Preservation Board <br /> 33 Chair Pelissier made reference to page 13 and the mention of the accomplishments. <br /> 34 She would like to know what these are. Also, regarding the Emerging Issues, she thinks that <br /> 35 these should be added to the work plan. <br /> 36 Commissioner Jacobs made reference to page 16 and Legislation Pertaining to <br /> 37 Agriculture. He asked that this be more specific. He said that this should be brought to the <br /> 38 Board of County Commissioners and not the County Attorney. <br /> 39 The Board agreed that this board should bring more details about this legislation before <br /> 40 proceeding. <br /> 41 <br /> 42 5. Animal Services Advisory Board (ASAB) <br /> 43 Commissioner Jacobs said that he got a phone call Saturday night from a citizen who <br /> 44 was concerned because she had a squirrel in her house. He asked about the procedure for <br /> 45 helping people with wild animals. He also would like to know if handicapped people were <br /> 46 treated any differently in these situations. <br /> 47 Chair Pelissier said that the issue here was cost and the citizen was upset because of <br /> 48 the cost. <br /> 49 Frank Clifton said that the County does not respond to wildlife calls. Pest control <br /> 50 handles these types of situations. <br />
