4 <br /> 1 Frank Clifton said that anything that requires a budget amendment comes to the Board. <br /> 2 The big issue is the timing of the meetings and the fact that some things need to be moved <br /> 3 forward more quickly. <br /> 4 Commissioner Hemminger made reference to recognitions and pointed out that the <br /> 5 County needs to remember to separate church and state. <br /> 6 Commissioner McKee said that, in looking over the list, it looks like the process in place <br /> 7 at this time is working. <br /> 8 Commissioner Jacobs said that, in the past, individuals usually are retirees of some <br /> 9 governmental entities, etc. He said that it seems that the County stopped recognizing <br /> 10 businesses. He suggested asking the reconstituted EDC to bring forth quarterly proposed <br /> 11 businesses for recognition. <br /> 12 Chair Pelissier said that she agreed she did not want set criteria. Regarding <br /> 13 businesses, she separates businesses that do community-minded things versus winning <br /> 14 awards. She does not want it to seem as if the Board is endorsing certain businesses. <br /> 15 Frank Clifton said that he has seen it done elsewhere in local governments that when <br /> 16 long-term employees retire, they do something special such as a small recognition party. <br /> 17 Commissioner Jacobs said that there is an employee appreciation lunch each year and <br /> 18 retirees are invited. He liked this event and employees seemed to enjoy it too. <br /> 19 Frank Clifton said that in other areas, long-term retirees were recognized at a televised <br /> 20 meeting along with their family and this was a more formal recognition. <br /> 21 Chair Pelissier liked that idea. <br /> 22 Commissioner Yuhasz said that he had suggested at an earlier meeting that they have <br /> 23 criteria for recognition, but when he looked at the lengthy list and the way they are currently <br /> 24 doing it now, it seems to work. He said that it would be helpful if the Board had more time to <br /> 25 look at a proposed recognition resolution. He said that when he was Vice-Chair, he was not <br /> 26 always comfortable trying to decide if a proposed resolution was worthy of adoption. <br /> 27 Chair Pelissier asked about recognizing retirees and all agreed. <br /> 28 Commissioner Foushee cautioned that not all retirees be recognized, but only those that <br /> 29 are long-term, such as 25 years or more, so that it is very special. <br /> 30 Commissioner Hemminger suggested making a list— no religious groups, recognize <br /> 31 retirees of 25 years or more, and look at potential businesses. <br /> 32 Commissioner Foushee said that there are some people that come to a meeting <br /> 33 expecting to hear a certain agenda item. She wants to be mindful of the timing of these <br /> 34 recognitions so that all items that are scheduled are heard. <br /> 35 Commissioner Gordon suggested that the people that are being recognized do not <br /> 36 necessarily have to have the chance to speak. <br /> 37 Commissioner Foushee said that she has full confidence that the agenda review team <br /> 38 can handle this. <br /> 39 <br /> 40 3. Boards and Commissions- Review Annual Work Plans <br /> 41 Chair Pelissier said that the goal in doing this is to communicate back to the boards and <br /> 42 commissions the Boards' feedback. She said that she and the Clerk spent much time trying to <br /> 43 make these letters individual. She would like to highlight something in each letter to make them <br /> 44 more individual. <br /> 45 Commissioner Jacobs said that he was surprised that there were no advisory board <br /> 46 chairs here. He said that he saw this item as a good opportunity to have an exchange not <br /> 47 filtered by staff with members of the public who serve the County. He said that this is not good <br /> 48 enough for him and he hopes that it can be done differently in the future. <br /> 49 Chair Pelissier said that the advisory board chairs were not invited and there was no <br /> 50 discussion among the Board to have this be a meeting with interchange. <br />
