22 <br /> 1 WHEREAS, the boundaries of the Burlington-Graham Metropolitan Planning Organization <br /> 2 extend into Orange County; and <br /> 3 <br /> 4 WHEREAS, cooperation and communication amongst neighboring jurisdictions, governments <br /> 5 and planning organizations are important facets of effective government; and <br /> 6 <br /> 7 WHEREAS, on August 12, 2011 the chair of the Burlington-Graham MPO Technical <br /> 8 Coordinating Committee extended an offer to Board of County Commissioners' Chair <br /> 9 Bernadette Pelissier to facilitate Orange County formally joining the Burlington-Graham MPO; <br /> 10 and <br /> 11 <br /> 12 WHEREAS, the Burlington-Graham MPO, the City of Mebane, the Durham-Chapel Hill- <br /> 13 Carrboro MPO and Orange County will soon be conducting a discussion regarding Metropolitan <br /> 14 Area Boundaries; and <br /> 15 <br /> 16 WHEREAS, such representation is in the best interests of the residents of Orange County; <br /> 17 <br /> 18 NOW THEREFORE BE IT RESOLVED by the Orange County Board of Commissioners that <br /> 19 Orange County requests representation on the Burlington-Graham Metropolitan Planning <br /> 20 Organization Transportation Advisory Committee. <br /> 21 <br /> 22 VOTE: UNANIMOUS <br /> 23 <br /> 24 e. Update on Triangle Regional Transit Program —Alternatives Analysis and the <br /> 25 Locally Preferred Alternative <br /> 26 The Board received additional information on the Triangle Regional Transit Program — <br /> 27 Alternatives Analysis (AA) and the Locally Preferred Alternative (LPA) and identified any <br /> 28 remaining information that may be required for the Board. <br /> 29 Craig Benedict said that he was just going to give an overview of this item. He said that <br /> 30 the Triangle region has an overall regional transit plan and some of the facets include the <br /> 31 potential for a '/2-cent tax for a fixed route system and additional bus enhancements. Orange <br /> 32 County's part of the program is very closely connected to Durham County. <br /> 33 He gave an overview of the types of questions regarding the Orange County Transit <br /> 34 Plan Alternatives Analysis and Locally Preferred Alternative: <br /> 35 <br /> 36 • Ridership <br /> 37 • Commuter patterns/corridors <br /> 38 • Corridor Study <br /> 39 • BRT/LRT Decisions <br /> 40 • Economic Development/Financial <br /> 41 • Better land use patterns <br /> 42 <br /> 43 Craig Benedict said that the MPO will be voting on the alternatives analysis and the <br /> 44 locally preferred alternative, and he hopes to give guidance from the Board on what would be <br /> 45 the answer to those two purposes. <br /> 46 <br /> 47 PUBLIC COMMENT: <br /> 48 Glenn Wilson said that he is from northern Chapel Hill and he has some questions. He <br /> 49 said that Triangle Transit holds the issues that need to be evaluated such as how much it will <br /> 50 cost, who will be the riders, etc. He said that the C-1 through Meadowmont has a greater cost <br />
