12 <br /> 1 The only change from October 18t`' document, as denoted in the January 24th <br /> 2 abstract, is to Section 3 of the Adopted Ordinance, specifically the method of denoting <br /> 3 the various general use zoning districts where Class I kennels are allowed. <br /> 4 Staff had erroneously used the letter `B' to denote the various general use zoning <br /> 5 districts where this type of use was allowed. The result of the error was that it had <br /> 6 changed the permitting process for Class I kennels from permitted by right(i.e. an <br /> 7 asterisk "*') to a Class B Special Use Permit(i.e. `B'). <br /> 8 Attached is a copy of what was acted upon by the BOCC on October 18, 2011 for <br /> 9 reference purposes as requested. <br /> 10 <br /> 11 A motion was made by Commissioner Foushee, seconded by Commissioner Yuhasz to <br /> 12 adopt the corrected Ordinance amending the UDO as detailed by staff. <br /> 13 VOTE: Ayes, 6; No, 1 (Commissioner Gordon) <br /> 14 <br /> 15 7. Public Hearings <br /> 16 <br /> 17 a. Orange Co. CDBG Program —FY 2010 Scattered Site Housing Rehabilitation <br /> 18 Program Amendment <br /> 19 The Board received public comments regarding a proposed amendment to the County's <br /> 20 FY 2010 Housing Rehabilitation Community Development Block Grant for the Scattered Site <br /> 21 Housing Rehabilitation Program and considered approving a resolution authorizing submission <br /> 22 of the formal contract and authorizing the Chair to sign subject to final approval by the County <br /> 23 Attorney. <br /> 24 Tara Fikes said that this public hearing is for the proposed amendment to the County's <br /> 25 2010 Housing Rehabilitation Community Development Block Grant for Scattered Site Housing <br /> 26 Rehabilitation. In October 2011 the County was invited to participate in Phase 2 of the State's <br /> 27 Community Capacity Building Program as a lead county in its efforts to expand this program <br /> 28 statewide. The State created this program to provide small towns and counties the resources <br /> 29 and tools they need to access community development resources. Four counties were <br /> 30 identified to participate in this program — Buncombe, Edgecombe, Orange, and Yadkin. The <br /> 31 State will provide an additional $600,000 in CDBG funding that will be used to further the <br /> 32 capacity of the County in the areas of education, technology, and services. The State would <br /> 33 like the County to do this in partnership with the North Carolina Sustainability Center. <br /> 34 <br /> 35 NO PUBLIC COMMENT <br /> 36 <br /> 37 Commissioner McKee expressed appreciation for the work that this department does for <br /> 38 people in need. <br /> 39 <br /> 40 A motion was made by Commissioner Gordon, seconded by Commissioner McKee to <br /> 41 approve the resolution authorizing submission of the formal amendment document and <br /> 42 authorize the Chair to sign the amendment documents on behalf of the Board and approve the <br /> 43 execution of a legally binding commitment with the NC Sustainability Center by the Chair of the <br /> 44 Board upon the approval of the County Attorney's office. <br /> 45 VOTE: UNANIMOUS <br /> 46 <br /> 47 b.
