9 <br /> 1 NOW, THEREFORE IT RESOLVED, that the Orange County Board of County Commissioners <br /> 2 re-affirms its commitment to social justice, equal rights and equal opportunity for all residents of <br /> 3 Orange County. <br /> 4 <br /> 5 BE IT FURTHER RESOLVED that the Orange County Board of County Commissioners <br /> 6 opposes the proposed Amendment #1 that will appear on the May 8, 2012 North Carolina <br /> 7 primary ballot. <br /> 8 <br /> 9 This the 24h day of January, 2012. <br /> 10 <br /> 11 A motion was made by Commissioner Jacobs, seconded by Commissioner Hemminger <br /> 12 adopting a resolution voicing opposition to the proposed amendment to the NC Constitution that <br /> 13 defines marriage and thereby promotes discrimination and authorize the Chair to sign. <br /> 14 VOTE: UNANIMOUS <br /> 15 <br /> 16 Commissioner Jacobs said that in the abstract it says on October 13th that the HRC <br /> 17 approved this resolution for adoption by the Board of County Commissioners. At least a month <br /> 18 later, he recommended that the Board consider doing this same thing. He said that surely <br /> 19 someone on the staff knew that the HRC had adopted it and sent it forward for the Board's <br /> 20 adoption. He was asked to survey other governments and find out what language they had <br /> 21 used in their resolutions. He asked to send this resolution to media outlets in Orange County. <br /> 22 <br /> 23 5. Consent Agenda <br /> 24 A motion was made by Commissioner Hemminger, seconded by Commissioner McKee <br /> 25 to approve those items on the consent agenda as stated below: <br /> 26 <br /> 27 a. Minutes <br /> 28 The Board approved the minutes from November 15, 17, 21 and December 13, 2011 as <br /> 29 submitted by the Clerk to the Board. <br /> 30 b. Appointments— None <br /> 31 <br /> 32 c. Motor Vehicle Property Tax Release/Refunds <br /> 33 The Board adopted a release/refund resolution, which is incorporated by reference, related <br /> 34 to 83 requests for motor vehicle property tax releases or refunds. <br /> 35 d. Property Tax Releases and/or Refunds <br /> 36 The Board adopted a resolution, which is incorporated by reference, to release property <br /> 37 values related to seventy-six (76) requests for property tax release and/or refunds in <br /> 38 accordance with North Carolina General Statute 105-381. <br /> 39 e. Applications for Property Tax Exemption/Exclusion <br /> 40 The Board approved nine (9) untimely applications for exemption/exclusion from ad valorem <br /> 41 taxation for the 2011 tax year. <br /> 42 f. Extension of Tax Listing Period for 2012 <br /> 43 The Board approved extending the period for which property is listed for taxes to February <br /> 44 29, 2012. <br /> 45 g_ Professional Services Agreement—Tourism Advertising by Clean Design <br /> 46 The Board approved the proposed professional services agreement for tourism marketing <br /> 47 and advertising with Clean Design; authorized the Chair to sign the agreement; and <br /> 48 approved the funds to be encumbered out of 2011-2012 Visitors Bureau budget as originally <br /> 49 approved. <br /> 50 h. Citizen Participation Plan for Housing/Community Development Programs <br />
