Kim Dodson said that they would like to see more shrubbery or something planted on the side <br /> because it will help with the noise and environmental erosion. <br /> Commissioner Halkiotis asked how far the Dodson's fence was from the proposed chain link fence and it <br /> was answered about 50 feet. <br /> Dave Stancil said that, once the Board is comfortable with the design, the next step is to submit the plan <br /> to the Planning Department staff for site plan approval. They will submit bids and will hopefully have an award of a <br /> bid in December. Construction could take place in January-March. <br /> Chair Jacobs asked that the staff come back with responses in writing to the concerns that were raised <br /> tonight—both by the County Commissioners and the Dodson's. He also asked that there be notification by mail <br /> and by a sign on the site notifying residents when this item is on the Board of County Commissioners' agenda <br /> again. <br /> Commissioner Brown asked about the lighting issue and what would happen if groups wanted to chip in <br /> and put lights. <br /> Mrs. Nutter said that there would be no lights. <br /> Dave Stancil said that anything like that would have to be agreed upon by both parties. It is not spoken to <br /> in the lease. <br /> John Link said that they could bring something in written form making assurance that lighting will not be <br /> constructed in the future. <br /> Commissioner Brown said that she would like to make sure that the new Parks Director will review this. <br /> Commissioner Gordon said that there should be a number 8 that the staff will come forward with an <br /> agreement to prohibit lighting. <br /> Chair Jacobs said that he would consider this as one of the concerns that were raised. <br /> Commissioner Gordon said that she would like to put it under number 6 but say specifically that the staff <br /> will be asked to come up with a written assurance that there be no lighting. <br /> A motion was made by Commissioner Halkiotis to approve the Manager's recommendation in the agenda <br /> packet, with the addition of two items—responding in writing to all of the concerns that have been raised tonight <br /> and a sign will be put on the site specifically notifying people in the area of when this item will be discussed again. <br /> John Link said that they will bring back site plan with answers to all of the questions and will incorporate <br /> this into the timeframe. <br /> Commissioner Brown seconded the motion with a friendly amendment that item 3 in the recommendation <br /> would be that it be returned to the Board with all the information gathered. <br /> The motion is as follows: <br /> 1) receive the special presentation <br /> 2) review and approve the site design <br /> 3) the site plan will be returned to the Board with all the information gathered as requested by the Board <br /> 4) authorize staff to submit the site plan for approval and begin the process of soliciting bids for <br /> construction, with a goal of beginning field construction in January and opening the field in Fall 2003 <br /> (weather permitting) <br /> 5) direct staff topursue a construction bid award to be presented for Board approval, probably on <br /> December 2" . <br /> 6) Direct staff to continue to work with the Orange County Soccer Alliance (OCSA) regarding their <br /> contributions to the field construction. <br /> 7) Respond in writing to all of the concerns that have been raised by the Board and the public. <br /> 8) A sign will be put on the site specifically notifying people in the area of when this item will be <br /> discussed again. <br /> VOTE: UNANIMOUS <br /> a1. Student Health Action Committee(SHAC) UNC Division of Health Affairs-special presentation <br /> on affordable housing <br /> Commissioner Carey said that he asked this group to come tonight on an affordable housing project to <br /> acquaint the Board with the organization. This is the oldest student operated free clinic in the country. <br /> Carol Long, a second year student in the School of Medicine, is with a group called Health for Habitat, <br /> which is a division of the Student Health Action Coalition. SHAC has been serving Orange County for over 30 <br /> years. It consists of seven different UNC health professional schools working together to provide quality health <br /> care to citizens who cannot afford it. They also operate extensive community service programs, such as Health for <br /> Habitat. One of the main goals is to allow students to understand the significant impact of decent housing upon the <br /> health of the community. The goal is to provide one Habitat for Humanity home in Orange County every year. <br /> They are working towards building an endowment that will permanently sustain the program. With many of the <br /> schools volunteering, they logged more than 1,000 volunteer hours to complete the first home. <br />
