APPROVED 12/2/2002 MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> OCTOBER 15, 2002 <br /> 7:30 p.m. <br /> The Orange County Board of Commissioners met on October 15, 2002 at 7:30pm at the Southern Human Services <br /> Center in Chapel Hill, North Carolina. <br /> COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Margaret W. Brown, Moses <br /> Carey, Jr., Alice M. Gordon and Stephen Halkiotis. <br /> COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill and Sean Borhanian <br /> COUNTY STAFF PRESENT: County Manager John Link, Jr., Assistant Managers Rod Visser and Gwen Harvey, <br /> and Clerk to the Board Donna S. Baker (All other staff members will be identified appropriately below) <br /> NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT AGENDA FILE IN <br /> THE CLERK'S OFFICE. <br /> 1. ADDITIONS OR CHANGES TO THE AGENDA <br /> Item 8-k is a Change to the Board of County Commissioners' regular calendar by adding a work session for <br /> public comments on APS on Monday, October 28, 2002 at 7:00 pm at the Southern Human Services Center. <br /> Item 9-d is the Eno Ridge resolution. <br /> The Board added item 6-a-1 to the agenda - Student Health Action Committee (SHAC) UNC Division of <br /> Health Affairs- special presentation on affordable housing. <br /> PUBLIC CHARGE <br /> The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its <br /> citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow <br /> citizens. At any time should any member of the Board or any citizen fail to observe this public charge, the <br /> Chair will ask the offending person to leave the meeting until that individual regains personal control. Should <br /> decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to <br /> this public charge is observed. <br /> 2. CITIZEN &AUDIENCE COMMENTS <br /> a. Matters not on the Printed Agenda <br /> Dr. Schopler spoke about the proposed wildlife center for Orange County. He described a positive <br /> mission and direction for Orange County to go. He said that we have a chance to create atop quality wildlife <br /> center located in Orange County. He distributed an email to each of the County Commissioners and he said that in <br /> his email he elaborated on the wildlife center and why one is needed in this area. In times of increased <br /> development, wildlife increasingly suffers. He said that there is a group that is excited about this new wildlife center <br /> and all are aware of the benefits of a wildlife center in this area. He said that many people felt a vacuum when the <br /> wildlife center closed. He is extremely optimistic that this will come together. He said that they have support from <br /> the Vet school and that they have veterinarians that want to participate as well as students. The idea is to establish <br /> a center both for extra care of wildlife and for education of students. They may even have internships for wildlife <br /> students at the vet school. He said that we were uniquely located near a nationally respected zoo (Asheboro) and <br /> a nationally respected vet school (NCSU). Their timeline is to have a rehabilitation center opened this spring. They <br /> need a site where there can be a hospital, rehabilitation center, education, etc. He said that they could join with <br /> groups such as the Triangle Land Conservancy to promote the idea that wildlife needs the land. He would like to <br /> see this center in Orange County. They have located large tracts of land for this center and they are hoping that on <br /> the 281h they can discuss these in detail. He included a preliminary budget that puts in support from the County. <br /> He hopes that the County will provide land and financial support. <br /> Chair Jacobs asked Dr. Schopler to send the County Commissioners a hard copy, besides email. The <br /> other people who had signed up to speak on this item may wait until the 281h. <br /> Joe Lobuglio said that the issue of the wildlife center is not related to the APS and he asked the Board <br /> of County Commissioners to discuss the wildlife center as a separate issue. He said that it might muddle the <br /> discussion to have both items. <br />
